For me an open city is only that which is constituted as a project. Bogotá, for example, was not a city designed to receive the number of people from other parts of the country and live there. However, this kind of diversity and acceptance that these people have made the city of Bogotá is.a open city is, for me, one that has spaces for interaction between its inhabitants and visitors, where the interactions become both people and spaces that serve them. Parks and universities have been the basic scenarios of integration in the case of Bogotá. It would be interesting to find that makes other cities are open. I can think of for example the river in the case of Cali.
